N-Europe i need your help

Hey everyone, i have a problem and I'm hoping someone can help.

Basically, my Mum and Sister have went to Prague for the week and i need to contact them. Every time i ring either of there mobiles it comes up with a tone thats similar to the busy tone.

I'm just curious is there any way i can reach them or not? I'm not sure what this noise even means, my Sister said her phone works abroad but i can't get through.
